They shouldn't have had a software release for this year. Even if they did, it should have been system tested as well as UAT and should have been production ready. I'd like to say there was other issues/reasons, but given their past few years track record, I don't know. I work as a dinosaur programmer in mainframe(read stable) environment. These new fangled java based/web enabled systems are as as fragile as a dang high end performance car. One little pebble and it goes nuts.

Maybe they finally found the glitch in the system causing some people to never draw and first timers to be heavily weighted to draw their first time. Maybe they'll fix it and half of the TBHers will draw everything they applied for to make up for it.
