If they waited and drew on that Monday the 16, then they have 10 days to get the payment sent in, which would give them to the 26th. Then if needed, another drawing on the 27th, correct?

Yes, I'm sure. 8/25 is the deadline to pay for the permit. So going by past years the second draw will happen sometime on the 26th.
