      Just a guess, but I'm going to toss up the idea of allergen or some other irritation to his skin causing him to lick/chew on this sides and flanks until the hair has been removed. Mainly because he has kept the skin on this neck where his head cannot reach.
      He looks a little stressed or he might be drying out from a rain. Wormy? Bots?

          I have no idea, but I have a doe that has something similar going on. She also has a lump on her jaw on the left side. I was thinking maybe that was a snake bite possibly, and maybe that caused her to lose patches of hair??

            Im gonna go with allergies.. I think the deer may be allergic to something and it chews on its hair to where it just falls off.. I would send a pic to a biologist close to you and see what he/she says

                It looks to me like they just have sections of their skin that dont change from their spring and summer coat to their fuller thicker winter coat. Just a possibility

                          It would be too long to write. Google DHLS (deer hair loss syndrome) or HLS (hair loss syndrome). Condition is caused by excessive amounts of an exotic louse and muscle worms, also another parasite that effects the lungs. Worth looking it up, appears to be a serious problem.
