Don't spray that with anything that isn't labeled for aquatic application. You will potentially do 3x the damage the vegetation will.

that stuff is called WATER LETTUCE. I work in the business of koi ponds and water features. That as well as water hyacinth is illegal to have for your koi ponds as it's very invasive and can take over natural water ways.

If you have fish be careful spraying large quantities in this heat. Oxygen depletion is magnified.

Looks like creeping primrose. In a few weeks it will bloom yellow flowers.

Water lettuce it grows every fast spray it with some Roundup custom I deal with it all the time.
