Said they knew there was a small leak so they were looking for it and it ruptured while they were digging.

Flex seal and flex tape would fixed that pipe in no time.

The total cost of damages is going to be crazy.

You would think there would be more redundancy in the system. I am sure A) it's Trumps fault, and B) Turner will have some billion dollar budget in the coming days to "secure our water supply" or something like that.

Wife said the neighbors next to one of her home builds blamed them. Pretty typical though.

It was there... but not for too long. They needed the water line break for sure

The HISD raids were on Fox26 and KPRC Channel 2 last night... was just more video opportunity for the flash flood on Lake 610...

Once it was excavated, the small leak blew out. It's not uncommon for that to happen, this just happened to have happen on a 96" line. I do know that waterline is probably almost as old as I am. Very good chance that it was an Asbestos Concrete (AC) pipe product as many lines in the COH from that era are, but I'm just speculating. AC pipe will split joint to joint faster than you can say "dam son"....very strong when buried, but very brittle when exposed.

Now you've got my expert guess, which is exactly that.
This would be correct. They were digging to repair and the "leak" was worst then expected because they didn't even unearth the pipe before it ruptured. Guessing the pressure from the dirt held it at bay until enough was moved and she blew
