                    Clamp goes around ground rod, ground cable goes between clam and ground rod.

                      If I gotcha now. Ground rod and ground wire run inside of clamp and screw is used to tighten it all together.

                        I don’t believe it is a grounding clamp. The material is wrong and the shape is different.
                        Looks like a guide wire attachment that goes around some type of conduit/pipe/rod. Kinda like the hook in this picture.

                            Im going to say its a type of rope or cable thimble. Maybe for specials line applications. possible to thread onto and anchor on these new concrete poles or the steel ones?
