I have a powder coating/metal shop .There can be a 2 coat system like a base coat and clear coat on top of it or they can also use a zinc based primer powder coat under the black

Powder coat can scratch and chip especially on vehicle stuff from rock chips so a clear over the black is just extra protection

Get a raptor liner kit for $100 and go to town. That’s stuff ain’t flaking, fading or chipping. They have a tintable version that you can color match with.

Not trying to talk you into Bedliner but this is mine today with almost 4yr old line x.
