Just finished one and started on another. The first one was found dead in the pasture like yours and we took a reciprocating saw and cut the head off. Then I found a large water tank that wasn't being used and macerated (rotted) the skull in water. If you go that route it shouldn't take him long to rot........he is already well on his way. The horns need to come off and cleaned. I usually fill them will borax and let them sit for a week or so. I would sand the horns down as smooth as desired starting with coarse sandpaper and finishing with fine. I cut the cores off about halfway before gluing the horns back on. Take some wide Jute twine and a hot glue gun to dress up where the horns meet the skull.
