Looks like it to me. I’m not up on all my plant id’s. I downloaded an app called Picture This and you take pictures of whatever plant or tree leaf and it tells you what it is. Pretty accurate from what I have seen.

Not lamb's ear. It is mullein. People used to smoke it for different diseases. Does make excellent toilet paper.

When I see this question, I can't help but remember what the old Garden Line host Bill Zack on KTRH said many, many years ago when a sweet little old lady called in and asked that question...

Not toilet paper at all!!! Tried it camping as a kid. Only thing I can think of now when I see that stuff is a baboons but.
