Does he make 13"

As the title states, I know its not the best quality, but I'm interested to know if yall think this guys going to make legal 13" width.
I realize he's nothing compared to some of the monsters yall post on here, but this guys on a heavily pressured piece of public and I'd be pumped on him if he's legal.

I'm aware its 13 inside spread... I was just hoping some of yall could confirm what I was seeing.
The angle of the picture sucks, and I have the camera hung dang near 11 ft up.
I have a confirmed shooter on camera in this particular area, I was just was hoping to have options.
