The NOTAM comes with a time period of repair expectancy. It can be extended for a long time. I was the contact person where I retired from and we had a NOTAM in the system. It had been extended a year when I left. I doubt it's been fixed since. The lights on our chimney went out and were obsolete so there have been many delays. Most planes today use GPS for navigation and all obstacles have GPS coordinates.

We also had a NDB which was "supposed" to have been decommissioned years ago, but the FAA has not yet given the order, because ALL planes have not upgraded to GPS. If it went down we had to report it also, to a different agency; OCC or something like that.

It needs to be reported to the FAA. The reason towers have lights at all and so airplanes won't crash into them.
