    Red Loctite

I bought a used ladder rack for my truck.
Previous owner used Red Loctite on the nuts and bolts.
The dried residue is a problem.

What chemical will remove the residue?
    Brake cleaner, carb cleaner?

    I don't have a torch, nor do I have a heat gun.

The excess residue is a problem visually, in that you just want to clean it up some....or you want to break the bolts loose?

The rack was shipped to me packaged.
Previous owner was able to get it apart somehow, probably with heat I'm guessing.

But the dried Loctite residue is so thick I can't re-install the nuts and bolts.
I'm going to strip the heads unless I get the residue out of the threads.

Methyl Ethyl Ketone may break it loose. Aka, MEK.

Wire wheel will get it off.

I guess I'm not understanding your question. If the thing is assembled and you are trying to get it apart you are going to have to use heat. If it is not assembled and you are trying to reuse the hardware, go to Harbor Freight and get a cheap tap and die set. Run a die over the threads and run a tap thru the nuts. We do this every day in our shop.

acetone and a stiff brush should do the trick

this, but be careful and don't mess up the threads.

GO to Tractor supply and buy new matching nuts and bolts in bulk.

I would think new hardware will be the cheapest, but tap and die would be good if bolts are welded to frame and non replaceable.
