        My understanding is a drug dealer lives at the house with the shoes thrown over the powerline.

        I cannot verify from personal experience. That's just "the word on the streets."

              I've always heard the drug thing too but seems stupid. It's a widely spread explanation, if its true they might as well just put out a sign that says we have drugs.

                  Yes. Drug shipments. White...coke. Brown...heroin. Also, depends on what local dealer slings.

                  I worked at Kroger in Bryan off TexasAve for a couple years and the shoes on the powerlines at the adjacent apartment complex would change weekly if not daily.
