Why do some hunts go pending second draw and some just go straight to not selected?

Some will put unpurchased permits back in after the deadline and draw those again. Others will not do that.

The only thing I drew, was a second drink. Got a lot of second draws and a not selected. Man they are tough cookies at Cap Rock Canyons. I sure would like to hunt there, but they don't seem to want me to do so. They locked the gate on me, when I went up there last year. They claimed it was because of some snow. I drove my wife's Mustang out there in over a foot of snow, the least they could do was open the gate. So we sat outside their fence watching the mulies and coyotes in the snow. Sure made me want to hunt that place.
