They might have added the hydrogen peroxide to the water when boiling and the rising steam lighten the horns. Minwax wood stain also works well and doesn't take as many coats just mask off the skull does it doesnt drip and get white skull brown again

I've found that using blood gets them dark again..after all it's what gives it the brown color in first place

Pretty sure elk rub on trees and bushes and use wallow dirt for that color , not blood.
