Stag Arms. I have purchased a defect upper from them (amongst other things) for a significant discount and could find no defect. They were easy to deal with directly and to coordinate shipment to a FFL.

Almost every manufacturer offers complete uppers. Rock river, stag, bravo company (highly recommend) hell even LaRue offers uppers now.
