Every state does their draw program differently from other states. There isn't a point system in NM, but there is in most states. If I were you I would hunt CO to learn about elk and elk hunting with pretty decent OTC tags. Colorado has the largest elk herd in the world and NO WOLVES. Research and training are key. Arizona and Utah have about the best trophy elk hunting in the US, but it will take you many years to draw a tag.

I’ve been on 3 elk hunts in the past 4 years, but all in New Mexico. 1 archery and 2 Muzzleloader
I’ve also put in for other states and have points but OTC in CO is on my bucket list
