No it is a fixed based. That cap comes off with the mount bolted to it. Once he got it home, he put a screw in the back of the cap to the base to secure it a little more.

Funny story, I happened to pick it up from the taxidermy on the day of my wife's birthday party. For some reason she would not let me leave it there in the entry. I had to put it in my office/mancave.
