Unless he signed that loi on early signing day and they kept it a secret until the other day, he hasn't signed anything. Once he signs, he owes them a year.

It depends if he faxed in the LOI to USC. If so, it is binding without a waiver granted by the NCAA. If he didn't send it in during the signing period, who knows. If he only signed a financial aid agreement that is non binding and he can go wherever he wants.
