Fairly accurate, but I’m not sure why Boise would garner Tier 2 recognition. And what has Oregon done if it is based on “current”? Even with some benefit of doubt for CFP era, I’d probably drop both Oregon and Boise to Tier 3. And for that matter, all of the Tier 3 programs aren’t exactly equal.
