                      That seems funny. Lot of units come with hard starts from the factory.

                      But that is not his problem. He never said the compressor never not comes on. He is stating that it makes a noise when starting up some times. That is not a capacitor problem.

                      If a compressor on start up sounds like a desiel engine for a short time it normally means it has liquid in the compressor.

                      To the op. After the unit is running for a short time go look at the compressor. The suction line. Big one should be sweating. But the compressor should not. If the compressor is sweating you are running in a flooded state.

                      You need to get a tech out.

                      Again this is just one of several problems.
