Extended Doe and Spike Season Question

I was having a discussion with a buddy as to wether a 3.5 year old buck with broke off beams is legal during extended doe and spike season.

Let’s say the buck was broken off just below the g1s.

I would not kill this buck for many reasons but he felt it was a legal buck because he was unbranched.

Legal if there is something showing on the broken side and nothing off of that longer than an inch. If shed or broken at base it is not legal. I had a lengthy conversation with a game warden on this so we would decide if we could kill a specific buck in youth season.
