It takes a little muscle to get it initially clipped on but after that it moves up and down the rail easily.

Thanks for posting. My boat has a channel below the gunnels that will accept a 5/16 carriage bolt. I built the rod holder portion of your design and drilled holes in them to secure with the carriage bolts in the channel. I think it’s going to work great.
