Ok I discovered there are a couple of different neutral positions on the shift shaft coming from lower unit.

Got it in neutral and reinstalled. I have forward and neutral, but it won’t go into reverse unless I turn the prop a little bit.

    ??

Okay, that can happen when the dogs aren't lined up with nothing turning. Start it up and see what happens. There is only one correct neutral position.

              i sure did!

i put that sucker in forward gear and it went right in. Forward, Neutral and Reverse all work!

              Thanks for your help!

Great. A lot of mechanics put them back together in forward. That makes it easier to line up the driveshaft splinesif needed by just turning the prop.
