Help diagnosing what’s on my tomato stems

I’m assuming some kind of fungus but it seems to be on the stems and not so much the leaves. Any experienced gardeners with a remedy?

Maybe post in the garden thread that’s been going for this year. I’m new to the game and have no idea what that is.

Mealy bugs. Put a teaspoon of dish soap in a spray bottle, fill it up with water, shake it to mix the soap in, then douse the plants with it, being sure to get under the leaves. Let it set for several hours, then hose the plant off, and see if any still stick, they should wash right off, dead as hammers.

looks like some I have seen that got some 24d weed spray from somewhere
