This started out as a simple question about food safety and quickly turned into "a thousand cuts" about penuriousness. I simply don't understand the reason for all the hostility and, unfortunately, it's all too common.

Honestly I stopped reading after the first page. The problem isn’t so much the ice as the cooler. That was contaminated by potential feces, blood, etc. you can’t guarantee that the cooler is clean. Then you risk letting bacteria develop on that while your new stuff sits on there. And then you would cross contaminate. From a food safety perspective you ought to hose out the cooler, wipe it down with disinfectant, and then rock on with some nice fresh ice.

But you should do what your wife tells you. Because she has the power to make your life a living hell.
