Would you shoot i feel as he over 13 inches and last 2 yrs has been a 6 he has a week brow, he is coming through daily. I havent seen any of my targets in last 2 or so weeks which always happens when rut starts.

It depends. If I hadn't shot a buck in awhile, yeah, maybe so. He is a youngster, but a nice deer.
