That's a good price nowadays. I may have missed this at my HEB (Katy Freeway and Fry Rd.) but they may not run the same deals.
I did find T-bones for $4.99/lb at the Fiesta at 529 and Fry. They were the lowest grade for sure but if you season the right and don't over cook them they are ok.
Finding deals on beef as the week comes to an end is my new hobby.
