No....I believe that is the Arizona lottery bull and they slam a 400"+ every year with that tag. My buddy won a few years ago and killed a beast.

After a limited research, it looks like they hunt free range. But man I can’t imagine what it cost to hunt with them. That doesn’t or shouldn’t take away from the trophy, some people have the means to spend that kind of money, more power to them

With this hunt I am pretty sure you can hunt whenever you want with either bow or muzzleloader.

AZ elk raffle. It raised over $162K which goes towards conservation. Winner can basically hunt anytime of year and pretty much any unit. They kill bulls north of 400 inches with this tag every year.
