    Hand Gun Shipping question?

    I want to gift a Taurus .38 snubby to my cousin in Arkansas. I have a bill of sale I've used in the past so that's not an issue. He lives a bit North of Mena Ar.
    Meeting him half way is the obvious solution but this time of year sucks.
    Simple question:
    Can I legally simply ship it to him?

    No. It would have to go to a FFL and he would have to fill out paperwork.

            That’s not correct. Just has to be shipped to an FFL. The sender does not have to go through an FFL.

                I’m not 100% positive, but the way I understand it, you are still supposed to transfer through an FFL if he resides out-of-state.
