Looks like it to me, but only light surface rust that could be cleaned up

Based on one of the other pictures almost looks like a glare from the lighting giving it that appearance.

Maybe just the lighting. Lowers are made of aluminum, so it shouldn't rust. You could message the seller to verify that its okay.

Aluminum corrosion isn't red like iron, it's white/grey. You can even strip the anodizing off an AR15 and you'll likely never have an issue with corrosion since the aluminum oxide layer that forms will protect it from further oxidization.

Yup ended up winning the bid. Excited to get it in my hands. Must have had a brain fart, forgot lowers are aluminum and oxidize differently.
