My guess the ranking may be more of filling a position/positions of need rather than just counting stars.
Most of the top team fans are opposed to the portal, they recruit a 4-5 star that sits on the bench for 2-3 years and he transfers for playing time, all because they wanted to "win" the recruiting battle. That is not fact- I'm just guessing.
