Leaves are a little narrow for buckeye. Are the edges cerated? Buckeyes are smooth edged.

Hard to see but the leaves seem to lack the jagged edge to be the coveted you know what.
Seen lots of plants looked like that around Austin parks etc, and if were you know what, they would Not have been still standing but already puff the magic dragon. I wondered if they were cousins some kind of Hemp? I do not partake to be clear here, but been around more than a few years so learned a little!
