I would interpret that scenario as you can kill one (unbranched) regardless of width. Then another (unbranched) but it would have to be over 13” wide. But curious to see what other have to say in this scenario.

Yes. You can kill two legal bucks but only ONE can be 13" or greater spread.
Per TPWD definition :
In antler restricted counties, a legal buck deer is defined as a buck deer with:
a hardened antler protruding through the skin AND;
at least one unbranched antler; OR
an inside spread measurement between main beams of 13 inches or greater (does not apply to a buck that has an unbranched antler).
Yes, you could opt to shoot (2) 1.5 yr old spikes or a 3 point instead of a more mature buck. I wish they would change the law to allow you to kill (2) 13in bucks or greater in the same county. Helps those that have access to several properties located in the same county. Plus 2 bucks is 2 bucks and not everyone will kill a buck much less 2 bucks but the state likes to put a blanket management program in place without taking into consideration other factors
