What do suppose this rig is for?

This car pulled up next to me today. On all four corners- trunk and hood - were mounted some kind of gizmo. (don't look like cameras to me) They seemed to be wired to a laptop that is mounted to the dash on the passenger side. Anyone know?

I think it was Keith that mentioned this on here previously. If not mistaken, they are independently contracted to drive around reading plates and reporting to either LE agencies or repo guys. Don't remember which. Bored? Probably. But they're working.
