What kind of pup is this?

We are fostering with intent to adopt. My wife wants a small chihuahua or min pin. This pup was dropped at SPCS’s door without any other pups. My wife is afraid it’s part Rottweiler.

NOT a Rot lol. Quite a few smaller breeds have the black and tan markings like that. I don't think that dog will get very big.

That’s what we thought, because of the head. But looking at Min Pin puppy pics, they look the same.
