You will be okay. It's pretty crowded on the seawall every weekend. We went to Galveston this past weekend and had a great time.
If you plan to ride the original train trolley from the Seawall you have to get on at 21st and Seawall by The Galvez Hotel. We learned this after the trolley waved as it went by us waiting at 23rd.

Bolivar peninsula used to be a great place back in the late seventies before they built all those big rental properties and screwed it up.

They need to shut this down already. These bunch of drunks destroy the beach every year with their trash. Not to mention the fighting, drunk driving, and general shenanigans.
