Looks like a hognose snake. Technically, they are what is called rear-fang venomous, but they can't really bite. They have to sort of chew the venom into small prey. I've caught them by hand (never bitten) and I think their venom is about as potent as a bee sting if memory serves. They flatten their heads and curl their tails like that, and it looks like it has the shovelnose. I've found bigger ones to be a little feisty so I'd imagine they might strike a dog. I'd tell your wife to let it be just in case, but Rover should be just fine.
