I remember a few years ago they drew around 10 am, business day after deadline. Based on the 08/01/2019 drawings this year though, I'd say it will happen sometime around 2pm as well.

It could be anytime. I've seen it range from first thing in the morning to later in the afternoon, and even the next day.
