Need a consensus! Legal or Not

I have a buck coming in and I am in Tarrant county that has a 13" inside spread antler restriction. He's definitely a mature buck, but does he is tight racked so I am a little hesitant to pull the trigger. What do you guys and gals think?

Not the best pics to judge from but I think based on the first pic that he’s pretty **** close.

My guess is not very old and not quite wide enough, based on those pics.

What public land do you hunt that allows baiting?

Army corps. of Engineers. But there are a lot of public land that allows baiting it just has to be hand thrown, no feeders.

Nice, that's news to me. I thought all public land in Texas was no bait period, thanks for the education.
