Can anyone recommend someone for this?

The guy used by previous owners I believe stopped doing this.

The concrete cap will also need to be broken and replaced. The hooks rusted out and can not hook anything up to it.

The cap is probably beveled. You can take a flat rock bar and wedge in there and get it out. I have done that before.

Update.

Used Stanford. It took them about 1 minute to open the stuck cap. About 30 to pump out the tank. 800 gallons. It was almost to the top.

Was a little more than I expected, but way less than what it would have cost if it had backed up into the house.
