      Go to outdoorsdirectory.com. Its an alaska based website with forums about hunting. There are also many, many facebook pages specifically geared to Alaska hunting.

      Ive been there once and we were dropped off via float plane and had a zodiac with us. There are deer that you can hunt on the road system, but as has been mentioned, much of the island is accessable only by plane or boat.

      You can hunt deer without a guide as a non resident, but you will pay non resident licenses as will your son his first year. On page 9 of the hunting regs book(on my desk) he will need to establish his residency for 12 months immediately preceding his application for a license.
      There are over the counter Bear and goat tags, it will take some research to find out where.

      Kodiak is rough, I spent 12 days there in May of 18 hunting bears and the weather is not anything to be careless about. Things on the island are more expensive than Anchorage, but all of Alaska is expensive. Its about $400 to fly back to Anchorage but there is also a ferry service incase he gets sick of the island for the weekend.
