I'm a huge advocate of eating everything and kind of scoff at all the people who won't eat this or that or are sensitive about deer left overnight or all day or whatever. Having said that, I'd likely have a hard time eating anything that looked like that. If it were me I'd give it a wide berth and only take meat nowhere near it that looked very normal and healthy then I'd trim a lot closer and cube up that stuff to boost my dog food, but still leaving out the nasty and yellow stuff.

So, if you are at the lease and tag a deer like that. You decide that it is not edible, discard it and a game warden stops you. Is there a correct way to handle this situation?

I can't tell what I am looking at in the picture but if it had a fairly large infected area I would not eat any of it

                  I agree ^^^.
Eaten many that had similar, including elk, and was never a issue, or even discussed, you just cut it out.
                  People are finicky these days

My buddy who used to be a butcher says they're fine. Obviously cut way around the infected area.

X2, Josey Wales quotes apply to many of life’s problems.

Jamie: “Josey, this here deer is all spoilt. Should I shoot us another one?

                        Josey: “I reckon so”

I would agree, if most of the deer is that color, I would be kind and donate it to hungry coyotes.
