I think release pen for an endangered species, maybe black footed ferret if there are prairie dogs in the area. Looks like a ferret box to me but I'll ask my spouse, he worked on that project in Wyoming for a while.

Second thought, the chain link would not keep them in but keep out predators. must be for a larger animal. Maybe wolves ?
