It’s not your fault the neighbor can’t keep their animals in.

This. What if it was a whitetail? Would you think the same?

I've never wanted to shoot a goat but that goat has a nice rack. I believe I'm a goat Hunter

Where did you find this law?
Is it in the books somewhere, I would like to see the link.

How do you know it came from their ranches? How do you feel about them fencing in deer that belong to the the state and now don't have access to your property?

I'd trap it and sell it to a petting zoo!

The ranch sells those hunts, and they are the only ones in my area.
The state doesn’t own the deer, they manage the resource.

If it was me I would poor the feed to them and not tell neighbor about hole in fence. Then I would open a guide service called open hole guide service!

The law is under the Texas Agriculture code chapter 142 and yes if it is tagged or branded or marked in any way visible form a reasonable distance it is estray livestock and not legal to shoot.

Google is your friend , the laws are all posted online if you can figure out how to word your search for it to come up.

Charge em a grazing fee if you find one with a tag.
