Has anyone every notified a game warden or TPWD to find out if he is filing the proper paperwork for the leases that he has. And all informing the game warden about the actions of this AHOLE to have one of them breathing down his back.

A guy I went to school with is a game warden in East Texas. I asked him about any kind of paperwork he had to keep but he was not aware of anything. Since I have never leased a place to or from anyone I have no idea what is required. What is he supposed to have?
