I used to use a product called Jasco Prep and Prime on Rusted steel. I can't find the liquid any more. They are selling a Naval Jelly style, it works just not as fast as the liquid. It changes Metal/Iron to Iron Phosphate. It stops the rust. You just need to remove the extreme rust, bubbling and get to somewhat to the metal. I've tried the spray from Pep Boys but it doesn't cover that much and much more expensive.
That product just looks like Ospho AKA Orthophosphoric Acid. Can get it at home depot, or local hardware store. I'd be weary about putting it on truck paint as it will eat through the clear coat and possibly paint.

You’ll need to get under those bubbles too or the rust under the paint will continue to grow and eat more metal. Cutting out all rust and then placing a protective coating on the exposed bare metal is your best long term fix.
