It takes both but at this point, I think I could get decent pics with a cheap rig due to experience. I currently have decent equipment and the experience grows, always. It takes getting started and learning all you can plus shooting a lot.

I came across a Ferruginous hawk today too! He thwarted every attempt to get close enough, long enough to get a picture of him though. I was the yahoo walking up and down and driving all over HWY 180 between Lamesa and Snyder today if anyone passed by. Unfortunately, I don't think mine does him justice. They're a very pretty bird.
