For this and the Margaret Nadeau recipe, does anyone know the purpose for adding the seasonings in two separate batches, one hour apart?

A tip that is on Blake's chili mix directions is to use a bloody mary mix (like Zing Zang) instead of tomato sauce. TRY THIS!!!
