Might try Texas Southwestern Cattle Raisers Assoc (TSCRA). Not sure how helpful they would be for a non member, but they recover property like this on a regular basis. I'm sure the officer has other cases he's working, but this is a slam dunk. Unbelievable that he won't even try to catch the guy. If he would throw him in jail, they wouldn't have dozens fewer more cases to investigate in the future.
